SCAQMD Rule 1110.2 was implemented on February 1, 2009. Are your engines in compliance?

PURPOSE: South Coast Air Quality Management District Rule 1110.2 (Emissions from Gaseous and Liquid-Fueled Engines) applies to all stationary and portable engines over 50 rated brake horsepower (50 bhp). With the exclusion of engines subject to continuous emission monitoring system (CEMS) requirements, operators of engines governed by Rule 1110.2 are required to periodically measure NOx and CO engine emissions using a portable electrochemical analyzer, in accordance with an approved Inspection and Monitoring Plan, to ensure compliance with emissions limits. The goal is to reduce Oxides of Nitrogen (NOx), Volatile Organic Compounds (VOC's), and Carbon Monoxide (CO) from engines.
The basic purposes of the most recent amendment are to: 1) improve the compliance record of stationary engines with better monitoring, record keeping and reporting; and 2) achieve further emission reductions from stationary engines based on the cleanest available technologies. These amendments primarily affect stationary non-emergency engines. They do not affect portable engines. The protocol applies to periodic emissions monitoring only, and shall not be substituted for source testing for purposes of demonstrating compliance with AQMD rules or permit conditions, or for obtaining a permit to operate or quantify emissions.

Since the implementation of SCAQMD's Rule 1110.2 is complete, your friends at MurCal have taken the necessary steps to help you reach compliance. The South Coast Air Quality Management District offered a portable emissions monitoring training and certification class which gave our organization an opportunity to learn and become certified. Robert Aal, our Service and Installation Technician, and Terri Stock, our Southern California Regional Sales Manager attended the AQMD-approved training program and obtained a certification issued by AQMD.
The MurCal team is now properly trained to understand the equipment and procedures for conducting testing, maintenance and calibration. We will follow the procedures in "Protocol for the Periodic Monitoring of Nitrogen Oxides, Carbon Monoxide, and Oxygen from Stationary Engines Subject to South Coast Air Quality Management District (SCAQMD) District Rule 1110.2". This Periodic Monitoring Protocol is a simplified version of EPA Conditional Test Method (CTM-030). Now, MurCal can conduct an accurate portable emissions check on your engines.
Additional Changes:
Beginning February 1, 2009, the operator of a spark-ignited engine without a Rule 218-approved continuous emission monitoring system (CEMS) or a Regulation XX (Reclaim)-approved CEMS shall equip and maintain the engine with an Air-To-Fuel Ratio Controller (AFRC) with an oxygen sensor and feedback control, or other equivalent technology approved by the AQMD, CARB and EPA.
